I will agree he is above average, above average to me does not make a GM the HOF.
By itself I agree. Combined with his playing career, I think he should get in.

I don't think that's how they operate when it comes to inductions. His playing career is certainly enough on its own for him to get in as a player. He hasn't done anything as a GM to warrant induction as a builder.
There is no player *and* builder. Its player *or* builder. It's one or the other.
