151 forwards scored 40 points last season. Almost 5 per team. 182 forwards (counting the statistical outliers of under 5 games played) scored .5 points per game. Almost 6 per team.

If you're talking about "40-ish," then you're talking about "middle 6 players." $3M is a basically a discount for a solid middle-6 forward (even using your $1M/10P). So I agree with your premise, but would refine the language. =)
