IIRC I think it’s because of England’s Covid restrictions. UEFA wants 2000 people in the stadium so Johnson said no

I read some more about it, and it actually came down to the quarantine restrictions for 2,000 "VIPs" that UEFA wants in the stadium, but who the UK government wasn't going to allow in without quarantining. Wembley would have actually allowed 20,000+ fans to attend, which will only be 12,000 in Porto. Conclusion: It doesn't take a Super League to show the world money completely runs football and fans are an afterthought.
