No, I think people assess projected upside and adjust for risk. Virtanen's an interesting propsect in that his upside is very high but the chance of getting there is low. Boeser's upside is also very high. But, and I think this is where Boeser and Virtanen might differ, Virtanen's downside is a solid middle 6 power forward. At this stage the saem can't be said for Boeser.
Prospect ranking isn't all about potential upside. It takes into account probability of reaching potential and floor.
