I wanted to see how hard it would be to build a good NHL team from scratch with no restrictions (other than the ones I imposed on myself) in the new salary cap environment.
I decided to try to keep to a budget of $35M.
I chose to try to keep a fixed percentage to spend for all the players on each line.
I chose to spend about:
$2.6M for my 1st line players;
$1.9M for my 2nd line players;
$1.2M for my 3rd line;
$0.5M for my 4th line forwards.
I wanted to give my #1 goalie the same $2.6M as the 1st line guys
$1.2M for my backup goalie, same as the 3rd line guys.
Decided to go with 3 scratches at the minimum, $0.45M each.
I didn't pay too much attention to position, so if I have 3 wingers on 1 line or 2 centers on another line, this could be figured out by the coach later.
Here's my team:

As you can see, I blew my $35M budget by almost $3M and am only $1M under the cap.
My thoughts: If I had this much trouble building a decent team within a budget with no restrictions except my own limits, I can imagine how tough it must be to do this in the real world.
Another thought: Except for lacking a decent goalie at this time, Phoenix looks like a real good team to me.
