The lowest it could be is 22, it's based off final standings amongst all the eliminated teams. Tampa Bay is currently tied for 1st in the league so it would likely be closer to 22 if that were to happen.

Its determined by regular season record so of the 8 teams elminated the lowest it looks right now is 22. But that can change.
