There is a truth to what harpoon is talking about. If the NHL is not doing anything about these hits, they open themselves to liability. Even if players were to sign waivers regarding these hits, those waivers then become a question before the court as to whether they are even enforceable. Look at the other major contact sport, football, to see what can happen when "big hits" are just "part of the game" and a huge number of former players are found to have permanent brain damage as a result. You have to establish protocols and limits on it at some point.

In that light, I can see why they will continue to take the steps they have. I would like for these decisions to be rational, clear, and laid out in a logical manner with solid reasoning, though.
