Probably because Washington doesn't expose the lack of team speed on this club like Pittsburgh does.

Teams who can stretch the ice with speed have given this team fits for years now & it won't change until the personnel is changed.

It was a fringe call based on the amount of obstruction, holding, hooking, etc. that they routinely let go.
