Estonia's entry list looks amazing from a youth perspective. Lot of the kids look pretty intriguing with the feeding into the Finnish system. Markus Kivisikk makes me smile just a little because he looks like a typical "binational" that IIHF loves to hate. Robert Arrak, Rasmus Kiik, Kristjan Kombe, Nikita Puzakov, all guys who could become serviceable to them in the future along with Kivisikk.

Based on what? What makes them so much better than the Lithuanian team, for example?

It doesn't make them THAT much better but Japan plays and has always played hockey better than Lithuanians, at all levels. They dominated the 2A in 2012 and have only been relegated from 1B for pulling out. If history counts for anything (and it does) you have to consider Japan to be favorites.
