That's correct because they can't pick any lower than the 4th overall pick.

I would assume by that time Toronto will know where they are guaranteed to finish in the standings and hopefully it's in 30th place. Now the only other thing we can hope for is Pittsburgh has clinched a playoff spot, so the Leafs-Flyers game won't matter for Toronto.
