Only 20 roster spots on an NHL team so only the elite few ever make it.
With prospects you want as many as possible because the success rate is small so the more you have the greater the odds of finding some NHL talent among them.
All shinny new prospects always look exciting at the junior levels showing promise.
That said Leivo and Hyman at this spot look like they may see NHL time and that might make them better prospects then ones ranked higher.
