How did Tampa acquire 1st overall pick in 1999 draft?

We were the worst overall team in the league the previous season.

Two words: Rick. Dudley. He collected players like Pokemon. He did the same thing the next year.

Did Tampa really trade 4 1st round picks for Renberg and Dykhuis?

Yes that really happened, sadly. Esposito panicked and decided he needed some roster players to make up for losing Gratton instead of taking the king's ransom for losing an RFA. There's a rumor that we were supposed to get Brind'amour which would've made it a little more even, but supposedly the Flyers went over Espo's head to the owners' representative Steve Oto and made him take less.

I understand have traded all our picks back then we had the worst ownership in sports! Then I think in late 1999 davidvson bought the team and he was a decent owner much better then what we had! We had no scouts anyway our drafts were pretty terrible other then 1998 we hit two home runs with vinny and Richards!

The 99 draft was at the time considered one of the worst drafts of the era. Dudley orginally tried to get the Sedin twins but didn't have the resources like Vancouver did. Stefan was considered the best player but had major red flags as did Brendl.

Dudley did very well to get out of that draft with all of the picks and players that he did, Dudley's biggest problem is that he couldn't leave it alone or create the right environment for prospects. Nothing highlights that fact more than when he traded Sundstrum and a pick to SJ which looked like a great move for the package he got back until he waived Bill Houlder who would have been an amazing mentor for our stupid young D group.
