There's great reason. We've see only the latest drafts a focus on CHL players. Because of Hakkan's magic we've trusted that way and heavily targeted European prospects through all of the 2000's and into the 2010's. I think only now the DRW are acknowledging the need for ones who've developed here. I agree though we should have multiple scouts in every relevant junior league across the world.
