Chains don't move until after the result of the play (including penalties). Stuff like holding is enforced from the spot of the foul when it occurs beyond the LoS. So the hold was flagged at the 2 which means the result of the pay was the ball getting to the 12. Since the 11 was needed for the first, they don't get it.

As much as it pains me to admit this, Love has looked good today. Partly due to the Lions D but he has also just made some great throws. Impressive performance.
