I believe it is 15 of the 20 games prior to break played or on the roster... Not sure which. But I bet if you looked into it, Toffoli is probably eligible to play down there during the break. Pure speculation on my part. If that isn't the case I'd have to guess a trade is imminent.
I'm guessing having both Vey and Pearson up was that Dean thought he could get a deal done, and when the willingness of whomever he was talking to cooled down, he sent them back to Manchester so he could start the gears on a Plan B.

I don't think DL thinks Vey or Pearson were the problems. Besides, it isn't up to DL to insert them into the lineup. That's all on Sutter.
