Stamkos, as a Canadian citizen still (to my knowledge) pays taxes to the Canadian government.

Tax rates in the states is not an issue for Stammer.

a canadian citizen doesn't necessarily have to pay canadian taxes. a canadian resident does.

He wouldn't pay taxes for games played in Canada.

He would pay taxes based on where is principal residence is. And would file in that State or Province.

Now if he bought something at a store while in Canada, he would pay HST ;)

Just look at the history of the draft. About once every 3 or 4 years a top player is picked with a late 1st or second rounder. The probability of landing a #1C or #1D with one of those picks is less than 1%.

Collecting late firsts and seconds is not going to fill those core spots. That's why the Leafs need to sign Stamkos (assuming we don't get Mathews) because we need to use our future early first rounders on defense and maybe goaltending but picking goaltenders early is pretty risky too.

Not true. While well over half the #1 C's are top 5 draft choices, statistically you have as much a chance of finding a top-tier D lower in the draft, mid to late 1st and sometimes even lower. eg. Subban, Weber, Keith, Giordano, Karlson, Vlasic, Mcdonagh, Chara, Kronwall, Josi, Letang, Byfuglin, etc....

Exactly why you take the most skilled C at the draft and the winger followed by D. It's just playing percentages and I hope we get Stammer and Mathews obviously and trade into position to get some mid to late 1st round D.
