Unless something has changed in the current CBA the Sens have sole rights to him until August 15, then he becomes a UFA if still unsigned. Since he wasn't offered an ATO contract with Bingo, we may assume he's not in the Sens future plans. I suspect that if he remains unsigned after he becomes a UFA, he may just show up in Elmira under a minor league contract.
