Given the two most prominent #1s are now off the market, and with no other major dman FA in the foreseeable future, what are our options going forward for that elusive #1?

I think the best course of action would be to go to the draft and pick the best available defenseman at 6, and then do the same thing for the next 3-4 seasons. The team has enough forward prospect depth.
Not really. And definitely not at Center they don't. Plus we don't really need depth at this point. We need elite.
I imagine they would either be extended as you say, or they would be traded and signed by the acquiring team like Karlsson and likely Trouba. No way St Louis or Nashville lose those guys for nothing. They will probably sign extensions, but Josi and Pietrangelo are currently slated to be UFA in 2020!

I'd largely abandon the idea of getting a Norris caliber #1 and focus on assembling a blueline with the highest over all talent level. If the opportunity presents itself to get a guy like Karlsson or Josi or whoever, or someone we draft becomes that, great. But prepare to go forward with a group of 2/3/4 level guys where we may not have the top top end but we also don't have the bottom end other teams have.
Great, in 2025 when he's ready team will need to build a new forward core.
Meh, look at Boston's D. You can contend without a Lidstrom on defense. No elite talent at any position! Best way to build a bubble team.
Calgary is absolutely loaded at defenseman in their pipeline and on the roster.
I would reach out to them on Valimaki, Andersson, or Kylington. Someone has to be expendable with all the assets they have accumulated. Also would not mind Brodie, if he could be had at a reasonable cost (maybe at the TDL with an expiring contract)
Teams aren't going to give you a true #1, don't even really think Trouba meets that, at least not yet. We just need to be concerned with adding more talent at a reasonable cost to what we have, and supplementing through the draft.
How did Calgary get all their talent?
