Should I watch a hockey game for the first time in two years?

It's very silly to think he wasn't healthy enough to come off of LTIR until the day after the season ended and the cap went away.

The league wants to keep salaries down in part for competitive balance. This way there can't be "super teams" like we saw in the late 90's, early 00's prior to cap implementation.
It’s far more to keep salaries down. They can’t (well, they can but aren’t) mad about big time teams like Vegas manipulating LTIR, the same presumably applies for teams like Arizona who are money laundering operations, which the league finally got sick of.

This is the entertainment business and the best players need to play on the biggest stage.

If there was a major international tournament this year who would the number 1 for the US? Swayman or Hellebuyck?

Canada went through a bad stretch of goaltenders at the junior level within the last decade which you’re probably seeing a product of right now given most of those guys would be veterans right now. It doesn’t help one of their better goalies over that time in Hart is likely unavailable for them.
