Why are the CHL and NHL goalie masks different? I think the NHL masks are safe, so why are the holes smaller on the CHL ones?

I've never seen or noticed this. Do you have photo example?

Yea I just looked and the cages are different. that's odd. Different regulations I guess. Even Helmets of the same make (e.g. Bauer) have different cages.

Could it be simply that while a 16-17 yo goalie in CHL is still somewhat growing up...mask being somewhat smaller, the grille is not big enough to structurally allow bigger holes ?

Hockey Canada does not permit openings beyond a certain size, the NHL does. For instance the "cat eye" masks are illegal under Hockey Canada rules.
