He's good defensively, not elite. When I talk about Capitals fans overrating Alzner, it's when they uses phrases like "elite defensively" or cite Vlasic and Hjalmarsson as comparable players. Alzner should definitely be beneath that tier of thinking, because he hasn't shown the ability to simultaneously handle top opposition AND drive play. He's done one or the other at various points, but not both.
