In principle yes however there is a provision to allow for higher increases to allow for a smoother transition into new cap calculation formula (lag formula):

The parties can agree to increase the Upper Limit in excess of $1 Million in order to allow for a smoother transition into the ‘Lag’ formula.

In the article projected jump once escrow is paid off is 85.5m to 91.4m which is about 7% increase. If both sides see this as excessive, 25-26 increase could be set above 1m to avoid this.

Do you bother to comprehend what you've read ? Clearly the answer is no. What do 1990 salaries have to do with my post. The business model including salaries is all based on hockey players pay.

The nhl has had ample time under betman to generate more revenue , restructure how teams i.e salary cap do business.

Why is it the the nhl has a enimic revenue stream ? I mean hockey is more popular today than say 20 years ago.

The huge elephant in the room is many Canadian teams and several us teams are in horrible markets . Instead of adding a new franchise to fixing or eliminating the teams that struggle generating revenue like phoenix, Buffalo, Ottawa ect

Many? There is one team in Canada that isn't a cap team (excluding tanks) the only other "small" market team is Winnipeg and they have one of the richest owners I think in pro sports and doesn't care if he loses a couple million a year to make his team good.

That 1m should be good enough to pay a guy like Kurtis Gabriel his true value of $755k from $750k.

I think the biggest issue that results in escrow is the number of teams spending above the midpoint. If all teams spend at the midpoint, escrow should roughly be 0. The higher that the league average cap spending is over the midpoint, the greater the escrow.

In any event, there won't be any major changes like you have suggested until the next CBA which will come into effect after the 2025-26 season.

Meanwhile, McDavid, Ovechkin, Crosby are making the same money as Jagr, Sakic, and Lindros were 20 years ago. Must be nice.
