The Luck and RG3 2012 rookie seasons were in the same stratosphere, I believe.
RG3 perhaps but I recall Luck being an INT machine. But maybe I'm misremembering.

Does one consider a QB a rookie if he sits his entire first year?

Culpepper sat his entire rookie year outside of like two plays as a runner backing up Jeff George and Randall Cunningham

The next year taking over as starter

297-474 (62.7%)
3,937 yds
33 TD
16 INT

89 Rush
470 yds (5.3 Y/A)
7 TD's

That missed FG changed entire course of game

And yet another stupid penalty by Texans

I wouldn't else or it easily becomes Mahomes. But I don't consider a player who got to practice with NFL guys and playbooks all season prior a rookie.

if the ravens don't win this game with all the houston penalties, everyone needs to be fired

I don’t consider it the same, but that’s still impressive.

But using that idea, might as well go Mahomes.

The NFL treats the season after being drafted as your rookie year whether you play or not.

It’s hard to compare numbers for the first years of QBs because circumstances are often so different. Some guys sit a whole year (or more). Some guys sit part of their first year. Others start right away. Then you also have very different experience levels coming into their careers with some dudes playing four or five seasons as starting college QBs and others with much less college playing time.

Good learning experience for Texans

Next year they wont catch teams off guard though. Will be interesting to see how they add to team

Do they focus on making D stronger or do they throw picks/$ into offense?
