I'd just list them as T-#7th and continue on from #9, I personally don't see the need for a tiebreaker.

Is he?

I have a hard time deciphering what are good stats in the VHL and MHL.

But I do see a fair amount of guys who play U-20 WJC, certainly top 6 guys, A)played the U18 wjc, and B) also have KHL experience.
