And was top 4 2x in Hart voting while playing that position fulltime.

For those wondering, having watched Giroux his whole career:

2008-09: RW/C (~45% of games at C)
2009-10: C (~15% of games at RW)
2010-17: C exclusively
2017-present: LW (with maybe ~10 games at C)

My guess therefore is:

~625 games at C
~165 games at LW
~40 games at RW

I guess the voters were wrong in the post season all star voting in 2 of those years then when he got votes at center and RW?

It's fine to call Giroux a center but let's be consistent here for all players then.

Yes. They were! He centred himself on an All-Star team in 2011-12. The third All-Star team was:

Neal-Giroux-Giroux

when he played the whole year at C. Because some voters have zero focus on anything outside of their own team, which is fair, sometimes it is their job to cover a team and not the league. Even though before voting for 5 people they should probably do some due diligence and check where they played...

Just my opinion:
I'd take 13-16.
I think McDavid/MacKinnon have a decent chance to eclipse Crosby/Malkin at the top and even though there's a lot of cups on the 03-06 group, MacKinnon is 24 and has a ton of time left.
