He stepped down because they didn't want to give him ABSOLUTE power after he used the huge power he already hurt the team. He basically left knowing they would be awful that year.

Wasn't his contract up at the end of the year? Seems more the news here is he's not signing a new contract to be GM after this year and announcing a step down into a different role after this year finishes.
