The only way it would get banned is if they said you can't shoot it from behind the goal line and off of his head.

Puck hitting goalies mask on direct shot = stoppage of play similar to mask falling off

They wear full masks for a reason. Goalies put their faces right into the scoring area all game. You can't make it illegal to shoot in the scoring area.
