Why are D2/3 players overlooked?

Who is overlooking them? If they're capable of playing pro hockey, they'll get noticed. Most of them aren't good enough to play Division I, much less in the ECHL.

In their ECHL years, the Manchester Monarchs pulled players from St. Anselm College after the NCAA season wrapped up. They probably did very little and faded away quickly. After all, plenty of D1 players do just that.
