I think you are right about Seattle, but Quebec won't be an expansion, more likely a transfer from Florida. The next most likely expansion candidate is........... Kansas City! Believe it or not. Then they end up with 4 divisions of 8 with the 2 new teams filling spots in the Mid-west and Pacific divisions. Phoenix is still a potential problem tho... that's why Bettman is so stubborn on keeping then there.
