When did they allow teams to import goalies from Europe again?

Just looked through the CHL import draft and got suprised to see goalies drafted. Wasnt there a ban from around 2011?

Not sure when it started as I have been back as a Jr fan for only a few seasons but goalies became eligible this past draft, and frankly about time in my opinion.
