I don't think it's good limit but if FHR thinks it helps Russian hockey, I have no problem them restricting Russian teams. They are wise to let west have more foreigners. It would hard for smaller countries to make really good squads just from their local players. Jokerit would still get pretty nice team though.

If Russia had less teams in KHL, they would be really strong squads.

Benefits teams such as Jokerit as the player market becomes even better for us. Limiting factor definitely for the big dogs.

I know but there is a conflict among KHL and Ministry of Sport RF about if Belorussians/Kazakhs (EuroAsianEconomicUnion citizens) are counted as foreigners or not. IMO they should not be foreigners, but Ministry of Sport counts them as foreigners. KHL has 2 options, 1st is to accept Ministry position or 2nd go to EAEU court (similar case in EU with Bosman).

If we speak about general limit, here I think that there should be no limit
