Weighing Special team and 5v5 Performance

I was wondering from the people who have more of a raw statistical background how one can put a weight on either special team or 5v5 performance based on how much time a team actually plays at that man power? For example, Having 9 GF/60 on all PP is a great number for a team. But that number is more important if a team gets 10 PP minutes a game rather than if it gets only 2 PP minutes a game. Same goes for a team that has a 65% GF% at 5v5 but plays 55 minutes of 5v5 a game rather than 40 minutes.

Not sure if this is what you're asking, but if you wanted to get "All Strengths" GF/60 out of situation-specific data you would do the following:

All Strengths GF/60 = (fraction of time played at 5v4) * (5v4 GF/60) + (fraction of time played at 5v5) * (5v5 GF/60) + (fraction of time played at 4v4) * (4v4 GF/60) + (fraction of time played at 4v5) * (4v5 GF/60)
