Yeah. It's actually a great rule. And it's one of the most cut and dry, non-controversial calls to make too.

If you don't want a penalty for delay of game, simply don't risk that "high off the glass" low skill clearing play.

It was a strategy of the trap to dump it over the glass with regularity in the late 90's. There needed to be a disincentive to killing offensive zone chances.
