Penalties, in my opinion, should be called in the if one (or more) of the following is true:

1) The infraction caused a change of possession.
2) The infraction denies a goal-scoring opportunity.
3) The infraction endangers the fouled player's safety.
4) The infraction is blatantly obvious.

If none of the above apply, you can let it go, with the exception of some black-and-white calls like high sticking or puck over the glass.

That is far to reasonable. How else will the league keep games close so more people tune in?
