On first glance, it looks bad but on closer inspection, its pretty clean. Like it looks like it's gonna get him in the face but contact is mostly high chest. Pretty textbook hit overall despite initial appearances.

If you go back to page 39 of this thread the Dillon hit was discussed. There's multiple tweets with video including one you can slow down. The hit on Braun was a headshot, but Evander Kane had the same thing happen to him against Boston and the DoPS said since he was leaning forward it was his fault, so not all headshots are headshots worth penalization apparenlty.
