why wouldn’t they just trade for the pick?

Not so much now but was thinking back in the day when Quebec teams had priority over French players. Or were there any other situations like that where a team had a player as ‘potentially’ part of their team but couldn’t technically trade them until a certain signing point or something like that

I'm not sure what you mean by the unsigned part but if a GM wants a player that hasnt been drafted yet they would just trade into the range to get that player. Letting a team take the player limits your trade partners to 1 and gives them all the control in negotiations. But if you're just trading for a pick to get the guy theres potentially more options.
