Borgström is dominating the NCAA according to reports and has 8p in 5 games. He has all the tools to become an impact player. Pretty easy choice here, after him it gets tough. Kakko especially is problematic to judge how he ranks as of now.

Quite surprised about all the Juolevi votes, he's been trending downwards for some time while some others others have been trending upwards (or even skyrocketed, like Heponiemi). Very hard question though, there's quite a mix of players with varying degrees of potential, risk, ceiling, floor, some have gotten a taste in the NHL, some haven't even been drafted etc... Might even say Honka all things considered.
