They should partner up with Vanderbilt. Not that I think Nashville should spend tax money on a new stadium, but at least it would get more usage out of it.

Poor timing. Titans just left a very bad aftertaste in their fanbase's mouth after an admittedly very surprisingly successful regular season due to mostly due to a pretty pisspoor playoff appearance.
More so than any other time, this could've benefited from a nice and deep playoff run.

I think a new Titans stadium should be built with the MLB stadium next door a la Truman Sports Complex (among other examples).

Nah. Federally institute promotion and relegation, be prepared to suffer a pitch invasion at Nissan for even daring to ask for a new stadium to replace a 23-year-old structure, and perhaps the city/county should legally require the Titans to play at a Murfreesboro high school until they refund all public moneys.
Meanwhile, deed Nissan to the local Women’s roller derby club. Maybe add a combination mass D&D festival with a international Buddhist conference.
There have been stadiums that have been decommissioned after fewer years. Turner Field stopped being the Atlanta Braves' home after only 20 seasons.

That was decades ago and no one currently involved with the team has any connection to the old incarnation. No one with the modern team cares about the Houston Oilers. This is solely about landing a Super Bowl hosting spot.
Tenn would become part of the SB rotation if the stadium, like ATL has a dome. It's a party place, from everything that we know. So, long as they have the hotel capacity to accommodate then they would be a host for it. That's something the NFL has done with Minn, Det, Indy who built domed stadiums in the north. Regular season wise, Tenn does not need a dome. But, if they join the SB rotation and can get one every decade basically, that's a big deal.
Looking at the landscape today for SB hosts, you have SF, LA, AZ, LV, Hou, ATL, NO, Mia, TB. Dallas didn't perform well when they hosted the Pit/GB one. But, likely would get another opportunity down the line. So, if Dal and Tenn are part of the rotation, that brings the cities up to 11.
What the NFL can do for the other 19 cities, is give them the draft especially for those cities up north in an open air stadium like Cleveland, Chicago, Philly, etc.

Ridiculous claims of nearly $1 billion dollars to refurbish the current stadium. It wasn't that long ago that Miami refurbished their stadium for around $300 million. That was a much older stadium and they had to completely tear apart the lower bowl seats and rebuild them with a less severe angle to bring fans closer to the field of play.
Nissan stadium does not require such extensive renovations. They are over-estimating the costs to influence public opinion towards an unnecessarily expensive public funded domed stadium...and of course exaggerating all the benefits.
Fix the old stadium for $400-$500 million which should be more than adequate for what is considered a decent stadium and extend its life by another 25 years.

For a colder city, like Philly, Cincy, Cle, that's exactly what they should do in the future.
Nashville is a warmer climate, but also now regarded as a party destination, which is what the NFL likes for their SB hosts. As the vast majority of the fans for the game come from out of town. So, as long as Nashville has the hotel capacity to fit the 50K plus of outsiders for that weekend, they will be in the rotation cycle for the SB.
Not sure what that is worth, once a decade over the next 3 when it's completed.
Glendale in AZ is now hosting their 3rd SB this season since they opened. SF and LV and LA will be in the mix with their new stadiums. They would also be in the mix for a NCAA CFP championship game as well, not to mention the SEC title game with ATL.
Do the economics of hosting these extra games over the life of the stadium make up for the extra $1 billion plus from renovating Nissan stadium as you mentioned vs going with a Dome? Really no added ambience to the game day feel for most retractable roof stadiums. No sightlines of the city. Just see the blue sky. Have to factor in the weather conditions and what the roof needs to deal with. LV, just the heat and humidity. Nashville, get heat and humidity, plus it also does get cold during the winter months.
