Does a study (or statistical scrape) of this exist anywhere at this time?

As a coach (and to a lesser degree, as a player), it is my feeling that I really don't like getting a power play early in the contest (first 3-5 minutes) because you aren't in the flow of the game yet, not everyone has had a shift, you just don't always have a feel for things on shift one...

As a result, I feel like a lot of power plays granted in this time period (first 3 to 5 minutes or so of a game) would fail - at a greater rate than the average...

Any idea if such data exists? Or how difficult it would be to compile it?

It's really unimportant, but it's one of those things that if you don't ask if it's out there, you'll never know if it exists or not...

It would be tedious, but I imagine you could go to hockey-reference, pick a year and go through each team's schedule. If you want to spread it out the work, look at the games so far this year and then update every few days.
