Blues:

Doug Gilmour
Joe Mullen
Rob Ramage
Cliff Ronning
Brett Hedican
Bryce Salvador
Scott freaking Stevens
Rod Brindmour
Ben Bishop
Guy Hebert
Mullen averaged .01 ppg in STL than in Calgary and well ahead of his time in Pittsburgh. His goals per game were also close to his time in Calgary and ahead of his time in Pittsburgh.

Rob Ramage played his best hockey in St. Louis.

Scott Stevens neither started his career in STL, nor was he drafted by the Blues and he was pretty well established before the Blues signed him.

If you think John Chabot is "one that got away" I'm not sure you understand this exercise.

In recent years, Blake Wheeler for sure (though there's no question that trade was worth it).

People are going to say Reilly Smith, even though I still think he's nothing special.

i think the 60s to early 70s habs were better, actually.

tony esposito and rogie vachon in net.

a lot of guys like mickey redmond and guy charron who became good scorers on bad teams, especially aided by expansion: andre boudrias, carol vadnais, red berenson, chuck lefley, a bunch of north stars: jude drouin, danny grant, wayne connelly.

then there's phil goyette, who played a lot of good years in montreal and won four cups but took on a bigger offensive role when he was traded to the rangers and later had a crazy spike with the expansion blues where he finished 4th in league scoring.

and, as you note, WHA superstar marc tardif.

surprisingly, there's less quality guys the habs chucked away in the second half of the 70s. but one guy they had no room for on their late 70s dynasty is john van boxmeer.

and btw, if you're counting fetisov, the habs also drafted tretiak.

Capitals:
Jason Allison
Andrew Brunette
Sergei Gonchar
Johnny Oduya
Honorable mentions- Steve Leach, Trent Klatt, Byron Dafoe

Nick Boynton (drafted but never signed, re-entered draft. Both times selected in the first round)
Jason Wolley
Dean Evason
Kris King
Tim Taylor
Cody Eakin

Would a guy like Bobby Carpenter count? I guess if we're counting Gonchar, then he would. Scott Stevens? he was in washington for 8 years though. (although it seems like no one remembers it)

All Avalanche draft picks. The return relative to their eventual NHL careers would make you weep.

Always liked Woolley, he didn't get much of a chance with the Caps, he was pretty good in his Buffalo years.
Stevens was by far the biggest loss, biggest blunder, biggest what if for Washington. They had a d-core of Stevens, Langway, Johansson, and Hatcher, one of the best if not the best top 4 in the league. Once Stevens left, it was never the same, and the compensation never really made up for his loss and value to the team.
