I'm not sure what point you're trying to make. Are you saying that Toronto or Calgary would be hurt if the cap went down to $31 M? That's nothing new, but, all the GMs in the league know what the cap amount is for the coming year, and are basing their payrolls on that.
No matter how much a GM starts paying players, it cannot raise the cap. The cap is strictly determined by increases in revenue. If the market goes out of whack, wiht some players becoming overpaid, it just means that somewhere else, someone else will need to be underpaid to squeeze in under the cap. A good GM will find those bargains.
