Team Canada at WJC - what were they wearing around their necks?

I vaguely remember hearing about something that you could tighten around your neck (to about the same tension as a necktie) that significantly reduced the risk of concussion. Then at the last WJC, I noticed many Team Canada players were wearing something around their necks (http://i.cbc.ca/1.2473822.138775248...gen/derivatives/16x9_620/hunter-shinkaruk.jpg, for example). I'm wondering if there's a connection. Does anyone know? (Apologies for posting this so long after the event.)

Ya they are neck guards for protection from getting cut, its weird Hockey Canada mandates it for all the junior players at the international level but not for the seniors, no other country does this for their junior players, if anything it makes Canada look like we are trying to make the sport safer which is good.
