I don't know if others will think this is fair, but a solution could be that you can pick any two players between picks #11 and #20. So at least everyone before you would have a unique first pick.

I would still count each draft pick like every other year, but this time, two players would be picked by two people. I think it's more fair for everyone because at least we all have 2 picks and you're treated as the 11th entrant in the draft.
