why does the NHL say they have 31 teams and the Kraken wasn't listed in the schedule or realignment?

Because the Kraken don’t start playing until October 2021. And the East-West-Central-North alignment is only for this season(2020-21). The hope is to return to normal next season when Seattle joins.

Because the Kraken don't have any players yet and they don't officially play until the 2021-2022 season.
