How do you come to that conclusion based on what he said? I'd counter that they're trying to build a cup contender without putting an atrocious team on the ice now. That, to me, doesn't say "half-assed" rebuild, it says let's compete AND continue to get better every year, in terms of talent, depth, youth, cap space, etc.
