Meh - they're long-time Sportsnet partners, Sportsnet has a branded radio station in the city, I'm not sure TSN would have had any more money to offer.

TSN seems to be pretty comfortable in NOT having the national broadcast rights, and probably isn't interested in over-paying to get a bunch of regional rights. I think they're probably happy with half of the Leafs, Canadiens (english only), Ottawa and Winnipeg.
