Should refs have quotas for calling penalties?

In the Lightning-Blue Jackets series I noticed that the refs really put the whistles away especially in the last two games. Now a big part of that is that Columbus especially played a physical game pretty cleanly but still...

Since penalties happen all the time in hockey and many are straight up uncalled should the refs be made to have a quota of minimum amount of penalties called in a game (against each team)? It would add more excitement and offense.

If you think quotas are a bad idea in law enforcement, what makes you think quotas are a smart thing in sports?

If a ref goes a whole period without seeing a single penalty then he's not looking.

They should just call the regular season and postseason the same way.

I can deal with bad calls. Inconsistency is the problem.

(This is NOT a veiled complaint about the Pens loss - the consistency between playoffs and regular season, and from game to game is pretty unacceptable)

They already do. Some teams come playoff time commit loads of penalties daring the referees to call penalties.

That makes no sense at all...sure let's start calling penalties to make a quota even if none are warranted.
