A team that finishes dead last still has 55% odds of getting the #3 pick. I'd take my chances on them getting last if I could choose. Even if they do finish top-2 pick, it's not like I'd expect them to be much better next year. They won't have much money to work with, no top-notch prospects on the horizon, Kane/Toews will be another year older, etc.
