1) Off-Season Salary Cap. What are the rules for cap compliance during the off-season? Teams are allowed to exceed the coming season's salary cap by up to 10% in the off-season (defined as from July 1 until the last day of training camp). This summer the off-season does not start until July 5. Note, starting with the 2013-14 season, there will be a 10% increase starting March 1 for tagging purposes.

Players included in the off-season cap tally include all players signed to one-way contracts; a proportional salary amount from players on two-way contracts based on their days on the NHL roster the previous season; all active QOs & offer sheets; and all buyout amounts (excluding compliance buyouts) and deferred bonuses for the upcoming season.
So, for the summer of 2013, contracts that count towards the off-season number include all one way contracts plus the pro-rated contracts for all the Hershey call-ups still under contract.

2) QOs & Arbitration. How are qualifying offers calculated and how does arbitration work? Qualifying offer amounts depend on the salary in the expiring contract year as follows:

Arbitration rights (eligibility for player-elected arbitration) are determined based on the number of pro years and the players age upon signing their first contract.

It's important to note that the player's age when signing isn't their age when they actually sign the contract but their age on September 15th of the year in which the contract is signed. Pro in this instance means either the NHL or AHL, except for 18-19yo's in the AHL. Based on the CBA's wording, 18-19yo's must be in the NHL (and play 11 or more games) to be considered pro. For more on arbitration consult Article 12 of the CBA.

The arbitration hearing award walk-away point for summer 2013 is $3,500,000.

3) RFA Offer Sheet Compensation Information for 2013 & 2014:

$1,110,249 or below - No Compensation

Over $1,110,249 to $1,682,194 - 3rd round pick

Over $1,682,194 to $3,364,391 - 2nd round pick

Over $3,364,391 to $5,046,585 - 1st round pick, 3rd

Over $5,046,585 to $6,728,781 - 1st round pick, 2nd, 3rd

Over $6,728,781 To $8,410,976 - Two 1st round Picks, 2nd, 3rd

Over $8,410,976 - Four 1st Round Picks

Note, these are the same compensation $/picks as last season and next season. Per 10.4 in the CBA, the next time this will change is after the 2014-15 season. It is "based on the average annual value of the compensation contained in the Principal Terms (as defined in Section 10.3(e) hereof) of the New Club's Offer Sheet (determined by dividing such compensation by the lesser of the number of years of the Offer Sheet or five)"

Re-entry waivers NO longer exist; waivers are 24 hours noon to noon 7 days a week.

5) Contract Extensions - Negotiating new contracts with players in organization

Players on the last year of a multi-year deal and players in last year of an ELC can enter into contract extensions starting July 5, 2013.

Players on one year contracts for the 2013-14 season can not have an official contract extension entered into before January 1, 2014.

$550,000 is the minimum salary for the 2013-14 & 2014-15 seasons.

Change with NTCs and NMCs when signing an extension. If a contract extension for a player includes an NTC or NMC, the team and player can agree for the clause to be effective immediately or at a specific time before the new contract takes effect IF the player qualifies for an NTC or NMC at that time, i.e., the player is playing what would be considered an UFA season. see 11.8(b) As an example, as we understand the rule, this would not have changed anything for Jeff Carter when he signed his extension with the Flyers and then was traded to LAK, because he was not playing an UFA season.

The New 2013 CBA - Some Other Highlights/Notes:

1) Contract term limits: 8 year contract limit for own player, 7 years for others (see Article 50.8); Variance limits were established for certain front-loaded contracts (see 50.7(a)(i)) at 35% year-to-year based on first-year salary+bonuses and the lowest season can't be less than 50% of the highest season.

2) Cap hits for contracts assigned outside of NHL, a defined amount does not count against the cap: For any Player Loaned to a club in another professional league, the Averaged Amount of such SPC less the sum of the Minimum Paragraph 1 NHL Salary and $375,000 for that League Year (e.g., $925,000 in 2013-14) for the period during which such Player is Loaned to such professional league (see 50.5)

3) Compliance Buy-Outs: "Clubs shall only be permitted to exercise their right to compliance buy-outs for SPCs that were entered into on or before September 15, 2012." No minimum salary/cap hit requirement to be eligible for a compliance buy-out. Two Compliance Buy-Outs allowed total during the compliance buy-out periods this and next off-season. Compliance buy-outs follow the same 2/3 or 1/3 (under 26) salary over twice the years bought out, but there is no cap hit incurred by the team. See calendar above for the dates. Compliance Buy-Outs prohibit the player from rejoining the acting team for the following league season.

4) Ability to Retain Percent of Salary/Cap Hit in a trade, up to 50% (Mirtle article on retained salary/cap hit transactions) (see 50.5(e)(iii))

5) Cap advantage recapture: see 50.5(d)(ii)(A)-(B)

6) Club-elected arbitration won't block offer sheets: Players taken to arbitration will maintain the ability to sign an offer sheet up until 7/5.

7) UFA meet & interview period: Every year prior to the start of UFA, players and teams can meet & interview pending UFAs and RFAs. During normal league seasons that period is between the day after the draft (no later than 6/25) and 6/30 for UFAs. For 2013-14 that period is 7/3-4.

8) Expanded draft lottery: All 14 non-playoff teams (or teams owning their pick) now have a shot at moving all the way up to #1.

9) The minor league salary figure for ELCs is set at a max of $70,000 for the entirety of this CBA.

10) Games Played Bonuses for Group 1 Players. Games played bonuses may be provided to a Group 1 Player only for: (i) five (5) games played, (ii) ten (10) games played, and (iii) more than ten (10) games played. Such bonuses shall be subject to the maximum limit on the amount payable and subject to the other conditions for such bonuses, as set forth below. (see 9.7)
