My daughter asked me this tonight and I didn't know the answer.

Situation: There's a delayed penalty called on the opposing team. Period ends without the offending team ever having touched the puck. Do you start the next period with a delayed penalty?

No, you start the period on a 2 minute power play.

Exactly this. The penalty is delayed to the next "stoppage". The end of the period is a "stoppage of play."
